Space Requests

Policy for Leased Space

This policy covers any and all leased facilities used by any and all departments, agencies or programs of Old Dominion University regardless of the term of the lease. In accordance with the authority conferred on Old Dominion University pursuant to Section 23-38.88 of the Code of Virginia of 1950, as amended (The "Virginia Code") which establishes the Restructured Higher Education Financial and Administrative Operations Act allowing public institutions of higher education restructured financial and operational authority as described in subdivisions A1through A13 of Section 23-38.88 of the Virginia Code, Old Dominion University Board of Visitors has charged the Office of Facilities Management to procure and manage all leases and acquire and manage all real estate on behalf of the departments and agencies of Old Dominion University with only the University President and the Vice President for Administration & Finance authorized to sign the final lease or purchase deed.

The leasing of off-campus space requires a long-term financial commitment by the institution and as such should be seen as an avenue of last resort as it increases the University's fixed operating costs, thus decreasing funds available for our other initiatives.


How to Request Leased Space

If the space request process has been exhausted and the University Space Management Committee has been unable to identify space to satisfactorily meet the space need at hand, the vice president of the requesting area may now request that the University lease space to meet the requirement by submitting the Lease Qualifying Questionnaire form for review and approval.

Only after going through the full Space Request procedure, if suitable space cannot be identified, a lease may be considered

Requesting department may submit the Lease Qualifying Questionnaire, which will require approval from the VP and RESM

Lease Qualifying Questionnaire

If approved, the Office of Real Estate will work the department to navigate the legal process and negotiate a lease

If you utilize one or more of the University's Foundations to procure goods and services, please include the Office of Real Estate and Space Management in planning your space needs. We manage the current assets of the University and will ensure that all currently held University space is fully utilized. Additionally, we can help ensure that all proposed acquisitions do not interfere with or produce a financial obstacles to proposed Master Plan developments. By consolidating efforts, we can avoid redundancy and improve financial savings for all.

Maintenance of Leased Spaces

Maintenance requests for all University-owned buildings should be submitted to Facilities Management through FM:Systems, its online work order submission system.

The structure of each lease establishes different responsibilities for operational and maintenance expenses, so RESM will inform each department/program/unit occupying the leased space of the procedures that they will need to follow.
